Zambia’s mining sector is shaken as the Ministry of Mines and Minerals Development cracks down on non-compliant rights holders. Over 2,600 licences, including a controversial project in the Lower Zambezi National Park, have been cancelled, underscoring the importance of adhering to regulations.
According to a statement issued by the country’s mining cadastre department head, Samuel C. Maango, the impacted enterprises violated the terms of the mining and non-mining rights grants.
Mining and non-mining rights were cancelled by the Mining Licencing Committee (MLC) at its 78th meeting for non-compliance to conditions of grant of the mining and non-mining rights which were clearly highlighted in the default notices that were circulated on 24th October, 2023 and did not take remedial measures to the satisfaction of the Committee.

The default notice highlighted breaches including the failure to register a pegging certificate within 180 days of the grant of Artisan Mining Right; failure to pay outstanding area charges; failure to submit annual reports; failure to submit future programme of mining operations report; failure to submit monthly mineral production returns contrary; and failure to commence exploration, mining, and mineral processing operations in line with approved programmes.
Companies whose licences are affected have the right to appeal to the Minister of Mines and Minerals Development by 1 May 2024. The complete list of cancelled licences is available here.
