On 15 March 2024, the Attorney General of the Republic of Zambia, Mulilo Kabesha SC, presided over the graduation ceremony for 66 graduates of the Zambia Institute of Advanced Legal Education (ZIALE), Post Graduate Diploma in Legislative Drafting.
The Attorney General, who also serves as Chairperson of ZIALE’s Governing Council, emphasised that the government of the Republic of Zambia places a high value on legislative drafting and the translation of various government policies into legislation.
And delivering her remarks, ZIALE Acting Director and CEO, Leah Ngulube, highlighted that the Institute had trained 521 legislative drafters since its inception.
The increase in number demonstrates the efforts the institute is making, in conjunction with the Ministry of Justice (MoJ), to reduce the shortage of legislative drafters in Zambia.

She encouraged the new drafters to apply the knowledge and insights received from ZIALE with diligence and integrity and to always exercise commitment to the public because behind every piece of legislation lies the potential to shape lives, uphold rights, and promote justice.
The legislative drafting course is intended to equip course participants with practical skills, interpretation of statutes, and knowledge required for drafting legislation and rendering quality legal advice. The course’s emphasis is on the individual development of practical skills.
